Cmdre Michael Barefoot

Commandant, Canadian Forces College

Commodore Barefoot began his career as an Intelligence Officer in 2001 and has since held key operational and strategic roles in Canada and the United States. Notably, he served as Senior Intelligence Analyst for the Afghanistan Intelligence Response Team, deploying twice to Afghanistan during Operation Athena (2005) and Operation ARCHER (2006). From 2008 to 2011, he led the Afghanistan Team within the U.S. Joint Improvised Explosive Device Defeat Organization, earning the U.S. Army Meritorious Service Medal for his contributions.

His senior appointments include leadership roles within Canadian Forces Intelligence Command and the Naval Staff Headquarters, as well as serving as J2 for Canadian Joint Operations Command and Special Advisor to the Chief of Defence Staff. Cmdre Barefoot has commanded multiple intelligence organizations, including the Canadian Forces Intelligence Command Headquarters, the Canadian Forces School of Military Intelligence, and the Canadian Forces Intelligence Group. Promoted to Commodore in 2025, he now serves as Commandant of the Canadian Forces College.

Dr. Paul Mitchell

Dr. Mitchell is a distinguished academic with extensive experience in defence and security studies. He holds degrees from Wilfrid Laurier University, King’s College London, and Queen’s University, and began his career as a post-doctoral fellow at Dalhousie University, contributing to the Canadian Navy’s “Adjusting Course” strategy. He later served as Directing Staff at the Pearson Peacekeeping Centre and joined the Canadian Forces College (CFC) in 1998, where he became its first Director of Academics. In this role, he spearheaded the development of the Master of Defence Studies program after securing accreditation for the Command and Staff Course in 2001. Between 2005 and 2007, he taught at Singapore’s S. Rajaratnam School of International Studies and the Singapore Armed Forces Training Institute, before returning to CFC as Director of Academics from 2015 to 2021. Dr. Mitchell’s scholarly contributions have earned him international recognition. In 2003, he became the first non-American and civilian recipient of the U.S. Naval Institute and Surface Naval Association Literary Award for his work on Network-Centric Warfare and Small Navies. His research was featured in the prestigious Adelphi Paper series, and he authored Network-Centric Warfare: Coalition Operations in the Age of US Military Primacy. He was named an honorary graduate of the National Security Programme in 2016 and, in 2018, was commended for integrating design thinking into Professional Military Education by the International Military Design Conference.

Commander Phillip Durand

Royal Canadian Navy

Cdr Phillip Durand joined the Royal Canadian Navy in 2003. After graduating from RMC, he was posted to HMCS Athabaskan as a Bridge Watchkeeper, then as the ship’s Navigating Officer. In 2011, Cdr Durand return to RMC as a Squadron Commander, where he concurrently completed his Masters in Disaster Management. In 2013, he was posted to HMCS Montreal as the ship’s Combat Officer, in which he oversaw several different missions, including the At-Sea Demonstration for MTMD. In 2016, he was posted to Ottawa in various roles, including positions at Strategic Joint Staff, CFINTCOM and in his current role as Director of Naval Requirements 4: Naval Warfare Systems.

Alex Maierian

Cofounder and CEO, Phantom Photronics

Alex Maierean is Cofounder and CEO at Phantom Photonics. The company emerged from breakthrough developments in quantum LiDAR technology achieved during her graduate studies, translating fundamental research into practical quantum solutions. Alex has a background in mathematics, with an Honours Bachelor of Science from the University of Toronto and a Master's in Mathematics specializing in Quantum Information from the University of Waterloo, where she is currently also pursuing a PhD.
